A really nice article, and all true that you have written, but frankly, some times...the projects are back traced, deadlines and budget are already defined, and then people start coding, programmers are not given time to do reviews instead they are questioned on productivity is said that they spend 4 hours in review and testing. In a company, some one was fired just because he/she said that they were doing peer reviews for their colleagues or junior programmers. Truth is far beyond ideal things to do. But yes, if you get ample time, less questions from you Managers/directors, your way is ideal. No one would like to loose a job.
